clamp says 17/32 to 25/32 inch, does that mean it'll fit anything in between, or is it more of a fixed size once you put it on?

Once installed, it locks in at a fixed position. The 17/32 to 25/32 inch range tells you what hose or fitting diameters it's built to accommodate, so as long as your outside diameter falls somewhere in that window, you've got a solid match. It won't adjust after installation the way a screw-type clamp would.
