pump says 2.77 CI -- is that the displacement per shaft revolution or something else?

That figure refers to cubic inches of fluid displaced per revolution of the input shaft. On an open circuit piston pump like this one, that displacement rating directly determines flow output at a given RPM, so it's the number you'd use when calculating how much flow your system needs at operating speed.
