fitting says 30 degree swivel on a BSPP end -- does that mean the hose side is what actually rotates or is it the port connection that moves?

The swivel action is on the female BSPP end, which lets you align the hose assembly without twisting the hose itself during installation or connection. The hose side is a crimp end that stays fixed once assembled. That rotating BSPP connection is what makes routing a lot cleaner in tight spots where you can't spin the whole assembly to get things lined up right.
