flow rate on this unit, is 60 liters per minute the ceiling or is that just the rated continuous flow?

Sixty liters per minute is the rated flow for this valve. Running right at the rated ceiling on a continuous basis tends to accelerate wear on any directional control valve, so most folks in high-cycle applications keep their actual system flow a bit under that figure to get longer service life out of it.
