is this the bias rod that fits the PVH74 and PVH81 pumps, or just one of them?

Both pumps are covered. The part is packaged specifically for PVH74 and PVH81 piston pumps under the Eaton Vickers line, so if you've got either one of those units, this is the rod you're looking for.
