Push-in fitting on one end and a threaded male on the other, does that swivel piece actually rotate after it's installed, or is that just for lining it up during assembly?

Once the fitting is installed, the swivel stays functional so you can reposition the tubing side without breaking the threaded connection loose. That's the real value of it in tight spaces where you need the tube to run a certain direction after everything's already tightened down. The MIP end threads in solid and stays put, while the push-in side can rotate to meet your line wherever it needs to go.
