does this adapter go from a male ORB on one end to a female NPSM swivel on the other, or did i read that backwards

You've got it right. The 1/2-20 end is a male O-ring boss, which meets SAE J514, and the opposite end is a female NPSM swivel at 1/4-18, built to SAE J476. The swivel end gives you some rotational flexibility when making the connection, which helps a lot when you're working in a tight spot and can't easily spin the line itself.
