What kind of steel is this elbow made out of?

It's constructed from forged steel, so it's pretty durable for demanding jobs.

Does this elbow have a swivel on the JIC end, or is it a fixed fitting?

The female JIC end does swivel. It uses a 37-degree flare swivel connection sized at 9/16-18, which makes it a lot easier to align during installation without having to rotate the whole fitting. The male NPTF side is fixed at 1/2-14 and threads into your port as a standard tapered pipe thread.
