got a #32 male JIC line and need to turn it 90 into a #32 female JIC port, is this the right adapter?

For that setup, it’s a 90 degree adapter that mates a #32 MJIC end to a #32 FJIC end, so it’s meant for connecting #32 male JIC to #32 female JIC at a right angle.

Does this fitting need any thread sealant or special tape during install, or does it just thread right on?

No sealant or tape required. JIC fittings like this one seal on the 37-degree flare seat, so when you make up the connection properly, you get a metal-to-metal seal without needing anything extra on the threads. Just make sure the flare surfaces are clean and free of nicks before you torque it down.
