trying to match up a reducer i pulled off a machine. is this one male SAE o-ring boss to female SAE o-ring boss?

Function-wise, it is a straight reducer with a male SAE O-ring boss (MORB) on one end and a female SAE O-ring boss (FORB) on the other. It uses an NBR O-ring seal and is built from steel in the Brennan 6410-O series.

both ends on this fitting are 9/16-18 threads -- so what's the point of calling it a reducer if the sizes match up?

Fair question. The "reducer" label here refers to the port configuration, not necessarily a change in thread diameter. One end is a male SAE O-ring boss and the other is female SAE O-ring boss, both at 9/16-18. That male-to-female arrangement lets you extend or adapt a port connection inline without changing thread size, which is exactly what you need when you're working with a fixed-size port and just need to change the gender of the connection to make everything line up right.

Hey, will this here reducer work with a regular SAE fitting, or does it have to be one of them O-ring kind?

This straight reducer is designed to connect to SAE O-ring boss (ORB) ports. One end is male (MORB), and the other is female (FORB). Both ports need to be SAE O-ring boss type for a proper seal.
