what's the thread setup on this bushing, is it a male on one end and female on the other?

That's right. One end is a -4 Male O-Ring Boss with a 7/16-20 thread, and the other is a -3 Female O-Ring Boss running a 3/8-24 thread. Both ends meet SAE J514 spec, so you're working with a standard sizing step-down from a -4 port down to a -3 connection. The o-ring seal material is NBR, which handles most common hydraulic fluids just fine.

trying to swap a fitting on a manifold, is this the one that goes from -4 male ORB to -3 female ORB?

It is a straight steel bushing with a -4 Male SAE O-Ring Boss on one side and a -3 Female SAE O-Ring Boss on the other. The thread sizes are 7/16-20 for the male side and 3/8-24 for the female side, both to SAE J514.
