trying to hook a 9/16-18 ORB male into a port that’s 1/8-27 female NPSM, is that what this adapter is for?

For tying those two thread styles together, this straight steel adapter has a 9/16-18 Male SAE O-Ring Boss end (SAE J514) on one side and a 1/8-27 Female NPSM end (SAE J476) on the other.

what thread standards does this adapter actually conform to on each end?

The male SAE O-Ring Boss end follows SAE J514 and the female NPSM end follows SAE J476. Those are two pretty common standards in hydraulic and industrial fluid systems, so if your components are built to either of those specs, this straight adapter is meant to bridge them without any modification.
