trying to hook a male SAE o-ring boss port up to a female NPSM line, is that what this adapter is for?

Yeah, that's exactly right. The male end is a 7/16-20 SAE O-ring boss thread, which uses an NBR o-ring to seal against a machined seat rather than relying on thread engagement alone for the seal. That spec follows SAE J514. The female end is a 1/8-27 NPSM thread per SAE J476, so you've got two different thread types meeting at this adapter, which is the whole point of a fitting like this one.
