What size range of hose can this clamp handle?

This gear clamp is designed to fit hoses or connections with an outer diameter between 7/8" and 2-3/4".

clamp says 7/8" to 2-3/4" range, does that mean it'll fit anything in between, or is it fixed to one size once you put it on?

Once installed, it locks down at whatever diameter you set it to within that range. The 7/8" to 2-3/4" spec just tells you the span of hose or fitting sizes it can accommodate before you tighten it down. After that, it stays fixed. So as long as your fitting falls somewhere in that window, you're good to go.
