What's the adjustment range on this mini clamp, and is it fixed or can you get different sizes?

The clamp adjusts from 1/4 inch up to 5/8 inch, and that range is fixed. There's no adjustable end on this one, which actually keeps it simpler and less prone to wear over time. If your application falls within that range, it'll hold without any fuss.

got a small hose line that measures right around 3/8. will this mini clamp cover that size?

With an adjustment range from 1/4 inch up to 5/8 inch, it will fit a 3/8 inch line as long as the outside diameter you are clamping falls inside that range.
