flow rate on this valve, is 120 liters per minute the max it'll handle, or is that more of a rated working figure?

120 liters per minute is the rated flow capacity for this valve. Running right at the ceiling of any hydraulic component for extended periods isn't generally recommended, so factoring in a reasonable working margin below that figure will keep things running cleaner and longer in most setups.
