It is a 90 degree adjustable steel elbow with an 11/16 - 16 UN Male ORFS connection on one end and an M14 x 1.5 Male Metric connection on the other.

got a line coming off a metric port on my cylinder that I need to tie into an ORFS fitting, this elbow gonna work for that kind of crossover setup?

Yeah, that's exactly the kind of crossover situation this fitting handles.
