both sides on this fitting are 3/8, does that mean the thread pitch and style are the same too, or are they actually different standards?

Different standards entirely. One side is ORFS, which uses a 11/16-16 UN thread and seals against a flat face with an O-ring. The other is BSPP, running a G 3/8-19 thread that seals differently. Same nominal size, but you can't mix them up, the thread forms and sealing methods don't match between the two.

trying to swap a fitting on a hose, is this elbow the one that goes from 3/8 ORFS male to 3/8 BSPP male?

For that setup, it matches a 3/8 inch ORFS male on Side 1 with an 11/16-16 UN thread callout, and a 3/8 inch BSPP male on Side 2 with a G 3/8-19 callout. It is a 45 degree adjustable elbow made of steel.
