what exactly does this indicator do on a hydraulic filter setup? trying to figure out if it just tells you when to change the element or if it does something more

Monitors the pressure difference across the filter element and signals when that element has loaded up enough to need changing. Once the differential pressure hits the service threshold, the indicator trips so you know it's time to pull and replace the element. It won't take any action on its own, but it keeps you from guessing on service intervals or running a clogged element longer than you should.
