When both spools are fully shifted, the oil follows the path of least resistance, so the lighter load will move first. That's just how parallel circuit assemblies work. Now, if you back off and meter the spools instead of going full stroke, you can actually get partial flow going to both loads at the same time. It takes a little feel to get it dialed in, but it's doable.
