What exactly is this fitting used for, and does it connect two different size JIC lines together?

That's what it does. One end is 1-1/4 JIC and the other is 1-1/2 JIC, so it lets you join two hydraulic lines that aren't the same size. Pretty common need when you're routing hydraulic hydraulic connections and the pump or valve port doesn't match up with whatever hose or tubing you're running to it. Permco makes solid fittings, and the part number on this one is 592-00640-8-1 if you need to cross-reference it anywhere.

Reckon this fitting would work alright for connecting up a hydraulic line that's 1-1/4 JIC to another that's 1-1/2 JIC?

This Permco fitting is specifically made to join a 1-1/4 JIC side to a 1-1/2 JIC side.
