What exactly is this thing? Looks like some kinda cage.

It's a shoe retainer for Vickers piston pumps, helps keep everything in place.

what exactly is the shoe retainer used for in a piston pump, and is this the part that holds the shoes against the swashplate?

The shoe cage, sometimes called a shoe retainer, keeps the piston shoes seated and positioned correctly against the swashplate during pump operation. Without it holding everything in place, the shoes would lose contact and the pump would lose pressure fast. This part is a direct Vickers by Danfoss/Eaton component, so it fits right into that pump family without any modification needed.
