flow rate on this valve says 45 L/min in the specs but the features mention 227 L/min at 60 gpm -- which one actually applies to this unit?

The 60 USgpm and 227 L/min values reflect the broader CV1-10 series ceiling, not what this particular unit is sized for. If your system runs close to or above 45 L/min, you'd want to look at a higher-flow variant in the same series rather than push this one past its rating.
