flow rate on this one says 38 LPM but the series goes up to 92 gpm, is the 38 LPM a fixed output or is there room to adjust it?

The 38 litre per minute figure is the rated flow for this specific valve configuration. The FR2-10 series itself is pressure compensated and adjustable, so you can regulate flow within the valve's operating range, but 38 LPM is what this unit is sized and set for. The broader series handles up to 350 L/min at 5000 psi, so if your system needs a higher ceiling, there are other configurations in the FR2-10 lineup worth looking at.
