got a refuse hauler that keeps blowing off pressure way too early, would this RV3-10 hold up to that kind of work?

The RV3-10 is rated up to 350 bar (5000 psi) and handles flow up to 76 litres per minute, which gives it plenty of headroom for the pressure demands you'd see in that environment.
