hollow hex design on this plug, does that mean it needs a special tool to put in, or can you get it done with something standard?

Most hollow hex plugs take an allen wrench or hex key, and that's exactly the kind of tool the hollow hex drive is built around. Standard hex keys you'd already have in a shop toolbox should do the job fine. Makes installation a good bit quicker than dealing with a slotted or external hex fitting in a tight spot.
