Will this fitting work with standard NPT threads, or does it need something special?

The threads are NPTF, which stands for National Pipe Taper Fuel. The male and female threads both conform to SAE J476 standards.

trying to step a port down, is this bushing male 1-1/2 nptf to female 1-1/4 nptf?

For reducing a threaded port, it goes from a 1-1/2-11-1/2 male NPTF on one side to a 1-1/4-11-1/2 female NPTF on the other, and both thread forms are called out to SAE J476.
