got a 1-1/4 male nptf port but i need to step it down to 1 female nptf, is that what this bushing does

Function-wise, it is a reducer bushing with a 1-1/4-11-1/2 Male NPTF on one side (B1) and a 1-11-1/2 Female NPTF on the other side (B2). Both threads are to SAE J476.

This reducer bushing goes from a Male NPTF thread size of 1-1/4-11-1/2 down to a Female NPTF thread size of 1-11/12.

what's the pressure rating on this bushing, and is 3,000 psi enough for most hydraulic lines running off a mid-size industrial pump?

For most mid-size industrial hydraulic systems, 3,000 psi is right in the wheelhouse of standard operating pressure. This bushing is rated to handle up to 3,000 psi dynamic pressure, so as long as your system stays at or below that threshold, you're in good shape. Systems pushing beyond that range would need a fitting rated higher.
