got a port that’s 3/4 NPTF but my line is 3/8 NPTF. is this the bushing that steps it down?

Function-wise, yes. It is a reducer bushing with a 3/4-14 male NPTF on one side and a 3/8-18 female NPTF on the other, so it adapts a larger female NPTF port down to accept a smaller male NPTF fitting.
