trying to step a 3/4 NPTF port down to 3/8 NPTF, is that what this bushing does?

For stepping down thread size, this reducer bushing has a 3/4-14 male NPTF on one side (B1) and a 3/8-18 female NPTF on the other (B2), so it transitions a larger female NPTF port to a smaller male NPTF connection.

Got a 3/8 female port on a valve body and need to run 3/4 male NPT line into it, this bushing do that job?

Yeah, that's exactly what this fitting handles. The male end threads in at 3/4-14 NPTF and the female end accepts a 3/8-18 NPTF connection, so you're stepping down from the larger line to the smaller port. Both threads follow SAE J476 spec, and it's machined from straight brass, so it'll hold up fine in most standard fluid line applications.
