Got a 1/2 inch male NPTF fitting coming off a hydraulic block and need to step it down to 3/8 female, this bushing do that?

That's what it's built for. The male end is 1/2-14 NPTF and the female end accepts 3/8-18 NPTF, so you'd be stepping down from the larger male connection into the smaller female port. Both threads conform to SAE J476, so the sealing fit should be solid without needing extra tape or sealant on a properly machined port.

got a 1/2-14 male nptf port but my hose end is 3/8-18 female nptf. is this the bushing that steps it down?

It steps a 1/2-14 male NPTF on the outside down to a 3/8-18 female NPTF on the inside, so it is meant for exactly that kind of size reduction between NPTF threads.
