Will this here fitting work okay for hooking up some hydraulic lines on my tractor?

This #8 MP X #8 FP expander is made from straight steel and rated for a maximum dynamic pressure of 5,000 PSI, so it should be suitable for hydraulic lines, but make sure your tractor's system operates within that pressure range.

got a line running 5,000 PSI and need to step from a male half-inch NPTF into a female NPTF port, this the right piece for that?

Rated right at 5,000 PSI dynamic, so it'll hold up at that pressure without issue. Both ends are 1/2-14 NPTF threads conforming to SAE J476, so male on one side, female on the other, same size throughout. That's exactly the configuration you're describing.
