Just want to make sure I'm readin' this right - this here fitting goes from a 1/16" male to a 1/8" female?

That's right. It adapts from a 1/16-27 Male NPTF thread to a 1/8-27 Female NPTF thread, using the SAE J476 specification for the threading.

What's the thread setup on this fitting, both ends?

One end is a 1/16-27 Male NPTF and the other is a 1/8-27 Female NPTF. Both threads are built to SAE J476 spec. The male side has a drill size of 0.117 mm and the female side runs 0.188 mm, so you're stepping up in size going from the male to the female end. That's what makes it an expander rather than a straight union.

trying to step up from 1/16 NPTF to 1/8 NPTF, is that what this expander does?

Function-wise, it is a straight steel expander that transitions from a 1/16-27 Male NPTF on one end to a 1/8-27 Female NPTF on the other, both to SAE J476.
