got a 1/2-14 nptf port and need to step down to 1/4-18, is that what this hex nipple does?

For stepping between sizes, this part is a straight steel hex nipple with male NPTF threads on both ends. One side is 1/2-14 (B1) and the other is 1/4-18 (B2), both to SAE J476, so it’s meant to connect those two female NPTF ports.

does this thing go between a 1/2 inch line and a 1/4 inch line, or am I reading the thread sizes wrong?

You're reading it right. One end is 1/2-14 NPTF and the other is 1/4-18 NPTF, so it steps down between those two sizes. Both ends are male threads, so you'd be threading this into female NPTF ports on each side. It's a reducer nipple, not a coupler, so make sure your fittings on both ends are female before you order.
