All three sides on this thing are M16 x 1.5, does that mean two of 'em are male and one's female, or is it some other configuration?

Two sides are male M16 x 1.5 DIN tube connections and the third side is female, also M16 x 1.5 DIN tube. So you've got a symmetrical male-male run with a female branch off the tee. All three are S08 size, which keeps things consistent across the fitting.

trying to tee off a DIN tube line, are both run ends on this one M16 x 1.5 male?

On the two run sides, you get matching M16 x 1.5 male DIN tube connections. The third port is also M16 x 1.5 but it is a female DIN tube connection, so you can branch off without changing thread size.
