both sides on this fitting are M30 x 2.0 din tube, so is it basically connecting two of the same size lines at a 90 degree angle with one end being able to swivel?

That's exactly right. One side is a male DIN tube connection and the other is female, both at M30 x 2.0, and the 90 degree elbow shape lets you route a line at a right angle while the swivel end allows rotation to line things up without twisting the hose or tube during installation.
