What exactly is this fitting doing, is it stepping down from a bigger DIN tube connection to a smaller one?

Yeah, that's exactly what it does. The female side threads onto an M30 x 2.0 DIN tube, and the male side connects out to an M22 x 1.5 DIN tube. So you're going from the larger 30mm threaded end down to the smaller 22mm end. Both sides are straight DIN tube connections, just different sizes, which makes it handy when two lines in a system don't match up thread-for-thread.
