can this dust plug actually hook up while there's still pressure in the line, or do you have to bleed the system down first?

Connecting under pressure is one of the main selling points of this plug. It handles up to 500 psi when making the connection, so you don't have to depressurize the line before coupling up. That's a real time saver in working environments where shutting things down to swap a plug just isn't practical.
