need a 90 degree elbow with M18 x 1.5 on one side and 9/16-18 ORB on the other, is that what this is?

For a right angle hookup, it pairs a DIN tube connection on Side 1 with an M18 x 1.5 callout (S10 size) and a male SAE ORB connection on Side 2 with a 9/16-18 UNF thread (3/8 inch size).

fitting's got a DIN tube side at M18 x 1.5 and I need to hook into a 9/16-18 UNF port on my hydraulic block -- that the right part for that job?

that lines up exactly. Side 1 is a DIN tube connection with an M18 x 1.5 thread, size S10, and Side 2 is a male SAE ORB at 9/16-18 UNF, which is the 3/8" size. Steel construction, 90-degree elbow shape. If those are your two connection specs, this is the one.
