got a line with an L28 DIN tube end on one side and L22 on the other. is this the union that ties those together?

For joining two different DIN tube sizes inline, this straight steel union is set up exactly for that combo. Side 1 is L28 with an M36 x 2.0 male thread, and Side 2 is L22 with an M30 x 2.0 male thread, so it bridges L28 to L22 in one compact fitting.
