fitting says ORS swivel 45 degree, does that mean the swivel end is the ORS side or the other end?

The ORS connection is the swivel end on this one. It's a female ORS swivel, so the swivel action is on that ORS side, which lets you rotate it during installation without twisting up your hose. The other end connects to your line, hose, or tube. That 45 degree angle is built into the body itself, so you get a fixed bend in the fitting with a rotating ORS seat.
