what's this plug made out of and will it hold up if it's gonna be sittin outside or in a wet shop environment?

Zinc plated steel is what you're working with here. That plating gives it a decent layer of corrosion resistance, so a damp shop or occasional moisture exposure isn't going to be an immediate problem. It's a solid, heavy-duty closure for sealing off unused BSPP ports and at 0.15 lbs it's a compact, straightforward piece of hardware.
