What size wrenches do I need to tighten this thing down?

You'll need a 19mm wrench for one side and a 24mm wrench for the other.

fitting's got a 45 degree angle on it -- does that elbow stay put once you torque it down, or is it locked into one position before you even get it threaded in?

The BSPP end on this fitting is adjustable, meaning you can rotate it to whatever orientation works best for your line routing before you apply final torque. That's the whole point of the adjustable design. Once you're happy with the angle, you torque it down and it stays. The DIN tube side connects at a fixed 45 degrees, so the elbow geometry itself doesn't change, but the rotational position of the port end is yours to set during installation.
