runs at 2200 RPM rated speed -- is that continuous or just a peak number for this pump?

2200 RPM is the rated speed for this pump, so that's the ceiling you want to stay under during operation. Vane pumps in this series are built for high-pressure, high-speed duty, so running near that rating in demanding cycles is within what the design handles. Just make sure your drive speed matches up before you put it to work.

i got a 45VQ pump i’m swapping out, does this one match a 2-bolt SAE C mount and those big flange ports?

It uses a 2-bolt SAE C mounting flange and SAE 4-bolt flange ports with a 3 inch inlet and a 1-1/2 inch outlet, so it matches that mounting and port style.
