Will this elbow work for connecting a hose to a male NPT fitting?

Absolutely, this 45-degree elbow is designed for exactly that. It has a hose barb thread on one side and a male NPTF thread on the other, so you can connect a hose to a male NPT fitting at a 45-degree angle.

what's the thread setup on this elbow? got a 3/4 NPT port on my manifold and need something that'll fit a hose barb at a 45

One end is a hose barb sized for 1-inch tube OD, and the other end is a 3/4-14 male NPTF thread built to SAE J476 spec. So yeah, that 3/4 NPT port on your manifold should mate up with the male NPTF end just fine, and your hose slides onto the barb side.
