trying to replace a fitting on a 1/2 inch hose, is this one a barb on one end and 1/2-14 male pipe thread on the other?

On the B1 side it is a hose barb sized for tube OD 1/2, and on the B2 side it is a 1/2-14 male NPTF thread that meets SAE J476.

One end is a 1/2 inch hose barb and the other is a 1/2-14 male NPTF thread, so yeah, you got one of each. The NPTF side meets SAE J476 spec, which is the dry-seal thread standard. Good straight adapter for connecting a barbed hose end into a female NPT port without any elbows or extra fittings in between.
