runs on a skid steer, so would this pump work for that kind of application or is it more of an irrigation-only deal?

Skid steer loaders are actually one of the primary applications this pump was built around, so you're in the right place. It also sees regular use on irrigation equipment, but skid steer work is well within its wheelhouse.

Typically, this Vickers PVE12 is used on irrigation equipment, plus skid steer loaders.
