Both numbers are real, just referring to different things. The 160 L/min figure is the rated flow ceiling for the PFR21H series overall. The 20 liters per minute is the specific flow rate for this particular valve, the VICKERS-PFR21H-V-6. So when you're sizing this for your system, 20 L/min is the number you want to work with for this unit.
