These proportional valves rated for that 42 gallon per minute flow, or is that the max across the whole series and this particular one runs lower?

Rated flows up to 160 L/min, which works out to 42 USgpm, and that's the rated capacity for the PDR21A series these valves belong to. The INT HYD PDR21AN35-6 falls within that series, so that figure applies. Worth noting the minimum flow rate listed is 1.5 litres per minute, so there's a wide operating range between those two points.
