Application-wise, this Vickers flow control valve is indeed used on harvesters, as well as refuse haulers and other mobile and industrial equipment.

flow rate on this valve is listed at 20 liters per minute -- is that the controlled output, or is that just the max it'll pass through?

The 20 liters per minute figure is the controlled flow rate, meaning that's what the valve is set to regulate. The maximum flow the valve can handle passing through the system is actually much higher, up to 350 liters per minute (92 US gpm). So the valve restricts flow to that 20 L/min controlled rate while still being built to handle high-volume systems around it.
